Deborah
C. Ingersoll, Founder of Legislative Solutions,
is widely recognized as a both a pioneer and
a powerhouse in the field of professional advocacy.

the authoritative on line guide to Texas politics,
gave Ingersoll a Top 25 power rating from a
field of nearly fifteen hundred registered lobbyists
in 2003 and in the Top 50 in 2005. With hundreds
of professional relationships and more than
15 years of experience in advocacy, Ingersoll
is a professional Texans turn to when they need
help getting their message heard by Texas Legislators.

Ingersoll
was an integral part of the team that successfully
pushed the Texas Lottery law in 1991 as well
as the landmark Telecommunications Deregulation
law in 1995. Yet she is most proud of helping
some elderly widows of policeman and firefighters
in her hometown of El Paso in 2003. When a pension
fund used strong arm tactics to try to recoup
years of overpayments made because of it’s own
mistake, Ingersoll donated her time, savvy and
network of connections to pass a law that forgave
most of the debt and will protected others in
the future. Her sweeping knowledge of the process
and the people in it are just part of the reason
why she is one of the most effective lobbyists
in Texas.
Ingersoll currently
represents SBC, Texas Chiropratic College Foundation,
Inc., Coalition to Revive Charitable Bingo,
Dynacq Healthcare, Inc., Wastes Control Specialists,
Inc.,and the Texas State Troopers Association.

As one of the first independent female lobbyists
in Texas, Ingersoll was a pioneer in a male
dominated field. At a time when women lobbyists
were rare, she was working in the trenches to
pass or kill legislation and doing the research
that was essential to successful professional
advocacy.
Today Ingersoll is one of the top fundraisers
for legislative candidates, organizing dozens
of events for members from both political parties.
She has a high level of access to legislators
and the trust and respect of republicans and
democrats alike. She also does many fundraising
events for charity and has been deeply involved
in creating internships for students. She served
on the Board of Directors of the Gonzalo Barrientos
Scholarship Fund and is a Member of the Professional
Advocacy Association of Texas.
Ingersoll was
an entrepreneur at a young age. As a 26-year
old divorced mother of three young children,
she founded Reference Guides, Inc. It quickly
became the premier research and publishing company
for legislative issues and state government
affairs. Seventy-Five percent of the members
of the legislature and hundreds of lobbyists
and special interest groups were subscribers
before she sold the company. Her publications,
"Guide to the Texas Legislature" and
"Guide to Statewide Elected Officials"
, were “must have” publications for capitol
insiders. They turned to Ingersoll for detailed
information on lawmakers, their political contributions,
key votes, their hobbies and even the names
of their children. Ingersoll specialized in
tracking legislation and the activities of state
agencies and was the first to put political
contributions on a computer program. She also
published on grass roots strategies, ethics
regulation, as well as newsletters on behalf
of associations.
Before forming Legislative Solutions in 1994
Ingersoll was also President and Owner of D.I.
Enterprises, Inc., a company that specialized
in government and market research. It performed
investigative services for lawyers and security
companies. Her company also handled real estate
and insurance sales. She has held state licenses
in both professions and is still a licensed
real estate agent.
